In-Person Registration

Although the law permits anyone over 21 that is based in Illinois to place bets, the original law requires you to register your account in person. The first known gambling activities in Illinois date back to the 1800s, where numerous casino riverboats attracted gamblers from the state and beyond. Even though Illinois gambling was still illegal then, it became widely popular in many social circles. Having gambled themselves and seeing the potential profits to public funding, state politicians were quick to propose gambling legislation in several occasions.

In 1927 the Illinois General Assembly legalized pari-mutuel horse racing. This was part of the fast-growing industry of tourism and revenue streams around race courses. Notably, in tracks like Arlington Park, which is now owned by Churchill Downs Incorporated. Horse racing and horse race betting still remains hugely popular in Illinois. Currently the Illinois Racing Board regulates horse racing at the state’s three racetracks.

Fast forward nearly half a century, when Illinois became the first state to legislate a state lottery in 1974. In 2019, the Illinois State Lottery generated approximately $3 billion in revenues. From this total, $2 billion was paid in prizes and $18.5 million was paid to the Capital Projects Fund. Illinois State Lottery also paid that year $731.2 to the Common School Fund.

Another milestone for Illinois legal gambling was the Riverboat Gambling Act of 1990. With the state-licenced first riverboat casino opening in 1991 in Alton. In 1999 riverboats were allowed to dock permanently in Illinois, until then they were required to move along waterways while offering gambling. Today, nineteen licenced casinos operate throughout the state.

The state’s Video Gaming Act that was signed into law in 2009 further expanded gambling in Illinois by allowing Video Gaming Terminals (VGTs) to operate in over 6,200 locations across the state.

June 2019 saw a new era in Illinois gambling history, where the state joined a group of pioneer states that legalized sports betting in both land-based casinos and sports venues, and online via websites and mobile sports betting apps. On March 2020 the first sports bet was taken in a brick and mortar casino, followed by the first online wager taken online in August 2020.
